If you need a tutorial I don't think you know enough about Neo to be making games for it.

IDK what's the confusion, if you're developing for the NEO you probably already have a board in mind, and probably a piggyback .zip rom for MAME testing. Just swap the rom chips in a game that uses the same board...

I wish buying bare PCBs for neo carts was easy but it is what it is I guess
