I thought everything looked to be in order, but in the close-up of the label, it seems to have that kind of spotty look associated with boots.

Who is Brezzasoft? I thought ROTD was made by EVOGA?

Brezzasoft was NotSNK, basically. Made up of E Kawasaki and a bunch of ex SNK employees after the original company filed for bankruptcy, and for a while had a lot of the IP rights for SNK properties.
