How did you get it? is it repeatable or is it random? try cleaning your cart, and the cart slots. Also, does this happen with all games or only a specific cart?

The big letters tell you what it is. Without knowing when it happened its impossible to say what the cause is, but I'm thinking this is in emulation and not on real hardware and caused by tinkering in debuggers.

Not emulation is real hardware is the world heroes 2 occurs sometimes.

That can happen if the PROG bus has a contact issue, if a ROM is failing, or some other element in the data path to the main CPU is failing.

Clean the cart contacts then because something between the cart and neogeo is causing the 68000 to crash. If that does not help open the cart and look inside for issues.
