I'm looking at picking up one of the European SCART to Framemeister XRGB Mini Converter adapter with built in LM1881N sync stripper from Retro Gaming Cables.
http://www.retrogamingcables.com/micomsoft-framemeister-xrgb-mini-adapter--euroscart-with-sync-stripper.html
It states on the site...
Power requirements
Requires a EuroSCART which is wired for +5 to +12 volts on pin 8 to power up the LM1881 sync cleaner circuit
Any idea where I can get a good quality one of these?

The 5 to 12 volts would come from whatever device you are plugging into the convertor. You can get one like this (they dont have any available now though it looks like):

Or you could wire an ac adapter into that scart converter you linked to if your devices are not supplying it.

Well, they sell them on Retro Gaming Cables. Personally I think Retro Console Accessories on eBay makes better cables but since you're ordering that adapter, may as well get a SCART to go with it.

Yeah? Could you post the link? I couldn't find them unless I was looking in the wrong area. I read good reviews about their SNES PAL Sync on Luma cables which is why I looked at them first. Not sure if Retro Console Accessories stock those.

Here is a link to their ebay store:

She will do custom wiring. So she would probably wire on up for PAL if you ask.
