"NO Delay USB Encoder PC to Joystick Arcade MAME"

Trying to decipher the poor description of this item:

I'm guessing it's Arcade -> USB. But I'm hopeful it could also be USB -> Arcade. I see 361 sold, so I'm unsure at this point. Anyone have experience with this?

Ya, after overlooking this more, seems to be aimed at making MAME cabinet by encoding all the buttons to USB.

Yeah this looks like a poverty IPac or whatever it's called. I'm not sure how backed up he is with orders but I have two of undamned's USB boards for my supergun and they work great.
