Killer Instinct 2 Not Booting.

So I got this non working KI2 board that i'm trying to fix. When I turn it on all I get on the screen is a bunch of tinny white blocks. It does make the "ding" sound when you first turn it on. I tested the boot ROM and the CF adapter and they both test good. After some testing I have a couple concerns. One, the 5v line is reading 3.2v at the JAMMA connector. I tested the power supply without the board connected and it's reading 5.3v. I can run other boards just fine, so I know it's not my power supply. My second concern is, the CPU is getting really hot, really quick not sure if that's normal. Any suggestions?

The CPU should have a heatsink on it. If it doesn't you need to run a fan on the board. The original KI cabinets had a fan mounted to the wooden pcb mounting board. The fan would blow directly over the CPU area.

The CPU does have a heatsink, but should it really get that hot? I mean like only after a minute its so hot I cant touch it.

Check the CPU for shorts, those things are exposed and often get molested.
