Monitor adjustment issues

My dad has a Mr Do arcade game, and I'm going to try to help him with the monitor. Over the past couple years, it has developed issues with the hold, only when warm or cold.

Once it warms up, you can adjust it and make it work fine. Then the next time it powers up cold, it's bad again.

Any thoughts on what would cause this? cap issues, maybe?

I don't know what monitor it is, but would guess WG 19K4900

Anyone have any profound thoughts? I'm hoping to help my dad with his game over Thanksgiving.

Have you inspected for cold solder joints? I would reflow anything that looks suspect or just go over the whole thing. Next I would aim for a cap kit if that doesn't settle the issue...especially if you're not sure when it had been capped last.
