Metal Slug 1 on ebay, boot or not?

I looked on mvs-scans.com and it seems to match up, but I want to make sure before I bid on it.

Board looks genuine. Was there something specific that caused concern?

Nothing specific, but it seems like mvs boots are all over ebay, so just wanted to make sure

Ah... true. There are MS1 boots out there for sure, but in MVS form it's still very common (until they all get converted anyway).
I've had half a dozen MS1's and one of those was a boot (very obvious when opened).
