I won't say that Rugal makes R2 worth owning... MotM had BBHood, Zangeif, Chun Li, and Bison in a proper handheld fighter - it was definitely worth owning. But since R2 offered little more than R1, and took out so much to give so little, I'll always look at it as a poor game.
Clearly, the objective was to release a KoF on the NGPC for launch purposes only. It was definitely rushed. I bought the game on release abd enjoyed it back then, but now when I try to play it it's really quite boring. Last Blade and MotM are my two most valuable fighters, but I guess they are in a different price bracket compared to the $10 bargain bin KoF R2...
