I just played this game and it is awesome. I cant believe my friend didnt buy it earlier for his ngpc. How do you get all the fighters in this game?

I had to finish the game many a time.. In fact I've had the game since 99 or so, and I didn't even unlock Evil Iori until just a few weeks ago. I didn't play it all that often in the tournament mode lots of olympic mini games, it's REALLY damn annoying when there is 1 piece left of that puzzle, and you never get that spot to unlock XXXX character. 
Completeing it on a harder level will let you flip more tiles, giving you more chance of getting a secret chara (although the tiles that are flipped are random, so as Cole pointed out, getting the last tile can be a real pain). You might find it easier playing with a 3v3 team, because you gotta play a tag team and 3 team later on, anyhow. Personally I prefer to play it single, because it takes less time. Oh, and don't use a continue, because that means less tiles will be flipped!

i use the same tactic as huxley, with terry i jump kick him into the corner and don't stop with the rising tackles, power dunks, and standing uppercut(down/right+hardpunch) keep varying between moves and he's yours. the moment he getsback up perform a move on hum or he'll bust your ass back out.

Need some characters that can do the job well? Geese takes care of the CPU versions of Evil Ryu & Orochi Iori easily!!
Just continually do Double Reppukens and get them into a corner. Most times, they will just block both moves... once in a blue moon, they may try to throw a fireball themselves. However, if you time it correctly, your Double Reppuken will cancel out their projectile (which is naturally at double strength), while the second part still goes after them. Keep doing this until you get a guard crush, then you jump in with:
Jumping B, Standing A (2-hit), 2xQCF+A (Deadly Rave).
After getting the damage done, back up a little and repeat. You should be able to defeat O. Iori in no time.
Other characters that are REALLY good at defeating these jokers are Yuri (RUSH or AVERAGE), Felicia (RUSH)... or just over-abuse the overly-prioritized foot stomp of Akari.
