Probably because they're developing the pachinko games for the Japanese audience and not Europeans, Americans, or anyone else.
As for the death of the NGPC, yes, I consider it dead. Even if there will be a few more releases that are not pachinko games, the games that made the system worth it to own have been released and have been out for some time now.
However, that doesn't mean that I don't think that the system is worth owning or that people shouldn't enjoy the games they already own for years to come.
