besides the 10 and 30 battles wins for rare cards, does he give out any other B-S cards? or just D as I am going through it.

Once you get the thirty wins from Mask you can get ANYTHING from him (besides the cards not in that specific version). The chances are really low but it's possible.

After thirty wins you get Lucifer (SNK version) or Orochi (Capcom version) I think.

Yeah...it becomes completely random after a while. I just do the tourney for cards now...is that the best tactic or am I wasting my time?

Well the tourney is good because even if you don't get through all twenty opponents you still keep cards from the ones you have beaten. Basically playing through that and changing locations to fight Mask over and over again is your best bet. Also keep in mind that many of the characters give you cards from a certain series, like Taka in Neo Geo Land gives you cards from the Fatal Fury and Art of Fighting games, etc. Nonaka and Harumi give you King of Fighters and Samurai Shodown cards respectively, etc. So learning which character gives what is a good way to increase your chances of getting the cards you need.
