Which character do you use? Evil Ryu has his pattern which is simple enough to break, I know he's pretty unforgiving with that Hadoken, and yeah it takes off buttloads of damage when it hits. Basically he keeps at it until he attains guard break, and at that point he will usually throw the super hadoken or the super shoryuken if at close range. Here's what you have to do:

When the match starts, he will usually adopt one of the following two patterns:

1. (Most often) Evil Ryu will perform a low weak kick, and then do the spinning kick, you know the one that carries him across the screen with his leg outstretched and his body as the center of axis. Kneel in order to not get hit by this, and when he gets near you or past you, hold back (to keep blocking) and punch or kick to throw him. You can repeat this if you are less than two character's length away, seeing Evil Ryu will also repeat this.

2. At the start of the match, sometimes Evil Ryu will start out with the Hadoken. If this is the case, block. Then, just time those Hadokens. Usually it should only take one more Hadoken for you to time your jumps, so count those heartbeats and when he's about to throw his third Hadoken, jump toward him and pull out any crazy combos you can to knock him down. I usually use Kyo, because he has that kick that travels over projectiles, or use Terry because he has a crazy ass combo that can shave 1/3 of Evil Ryu's life away. As long as Evil Ryu is more than 2 character's length away, [most of the times] he will throw the Hadoken. The reason why you don't want to time those Hadokens after waiting till you've blocked 3 hadokens is because each one takes off a huge chunk of the guard meter. The last thing you want is for him to attain guard break, so you have to take the initiative.

Kyo is extremely awesome against Evil Ryu because you can use either the Axe kick when he does the spinning kick, or you can do his juggling kick move to send Evil Ryu up in the air so that you can do the Full Moon Positive or the Fireball on him. Terry is great against Ryu because, well, he's Terry ^_^ Hope that helps a lot.

Kyo's low forward kick is also great against Ryu if you don't want to use the special move that travels above projectiles.
