Red Screen - help with pins

Okay so I have a red screen which indicates that something is wrong with the Work RAM. Upon booting with no cart I get a red screen for about 2 seconds and then a blank screen. I'm playing this through a UK CRT. I have tried through my Sony LCD (no picture at all) and my Samsung LCD (same symptoms as CRT).

Symptoms
Game loads (attract mode) with heavy red tint.
Screen is rolling.
Will spend most of the time with red rolling interference on the screen, occasionally dropping back into a barely visible attract mode.
No audio on TV, although audio seems fine through the headphone socket.

Background
Jap NEO-GEO which came with no PSU so I've plugged a 9v 2.2A power supply in it (serial number is 137443 and PSU requirement is PRO-POW3).

My motherboard revision is NEO-AES3-5.

I did a continuity test between 43256 and 68000 and got the results below.

Do I need to be worried about pins 22 and 27?

Any help you guys can provide would be appreciated.

The symptoms point to a Japanese 21-pin RGB cable being used instead of a scart RGB cable. Get a scart cable or rewire the Japanese cable.

So the cable sorted out my first problem. Games seem to run fine with the exception being... the blue tint. All characters on the games appear blue. I can post a picture if required. Has anyone seen this and is it an easy fix? I did a few web searches but nothing came up!
