Scart to VGA/DVI?

I have one leftover flat monitor and I would like to use it with my supergun to play MVS and Taito F3 & Gnet boards. Is there some way to use it without needing computer? Monitor is HP W19 and it has VGA and DVI inputs. Supergun is MK III so it has RGB scart output.... And of course for fair price.

That Cypress one would be of incredible quality, but 200 quid is absolutely ridiculous.

I've heard plenty of good reports about the jammaboards one, go with that.
