Mother board help

Hey guys, I am working on fixing a bottom motherboard from a mvs-6 and I noticed that I have a ic chip by the crystal that has a resistor soldered to two pins and another chip that has some caps soldered to it. I have attached some pics to show you. Can anyone explain these? I have a good working motherboard that doesn't have these.

Because it was 3 different questions!

But the same board, usually one thread would be opened with a listing of all the faults with the mobo in one go. If a additional problem is found which originally escaped you, you would bump the same thread.

Did you ever install that new bios
