Muscle Bomber board playing Final Fight Music and Sound Effects!

I just picked up a Muscle Bomber board off of Ebay and when I hooked it up the picture comes up fine but the background music and sound effects that are playing are actually the ones from Final Fight! While it is somewhat entertaining to hear the "Oh My God!" clip everytime that you punch somebody, I have been looking for the game for a while now and I really wanted a working board. I know next to nothing when it comes to CPS-1 boards so is it possible that the boards could have been switched resulting in my issue? I checked the boards and they have different serial numbers. I reseated the boards and that didn't do anything. The seller claims that they tested the board three times and it was working 100%. I sent them an email to see if they will go good on the board since it is obviously not working correctly but I haven't heard back from them yet. In the event that I can't get my money back is it possible to fix the board so it will play correctly? Thanks.

Is it a bootleg board, or is it the original 4-board sandwich inside the grey case? Incorrect sounds seems like incorrect sound roms to me. Since you said that you know next to nothing, I seriously doubt you have a rom burner to verify those roms.
