Having problems with a game board, part working.

Ok, I had this game out in the hot/cold garage for about 6 months. Bubble wrapped and in a box. I bring it in the other day and it sounds like it's trying to start but can't. Then all fans stop but one. I never got a picture from it since I brought it in.

It's made of a base pc like board and two other boards that are stacked.

Here's a picture of the bottom board. The fan on the left works, but the two fans on the right side do not.

Any ideas on how I would go about fixing this or having it fixed? Or any way to trouble shoot and narrow it down?

I did hook up the little psu I have to the power input on the back right corner and got the same result as when I take power in through the jamma adapter, which rules the jamma adapter out. most likely.

opinions? thoughts?

Get an ESR meter and test the caps around that CPU. You'll probably find quite a few bad ones.

any chance you, or anyone, could point me to a good one that is somewhat affordable? I've seen them from $85-$1400.

I bought and built the previous model of kit they sold. It works very well and was cake to build.
