Well, you need to remember that horse racing games were very popular in Japan (there was even a Sega Saturn model named the Derby Stallion after the popular game) and it does appear that the Neo was aimed (in Japan at least) somewhat at the higher class gaming market, many of who enjoyed gambling to some extent. This is evident based on all the Mahjong games that were released for the Neo, so the horse racing game was a natural addition to the Neo's library.
Releasing it over in the US was somewhat questionable, possibly due to the fact that SNK needed to release product over here or they just wanted some titles to appeal to older casual gamers who didn't care for fighters.
All I can say is that it is a unique game and I would certainly buy it over one of the Mahjong games, but I just couldn't see myself spending more than $100 for it.
