Huh... I always fight him! I can tell you that I always get above A, mostly AA. You fight Yamazaki twice, then the two last warriors, I can't remember her name, but... After you beat her you fight Jin Choi Rei and the first fighter is laying in the chair behind the match.... cool fight... hehe. I bet it is just the rating... oh and I have played and got him on level 2 and level 4 so, if you suck like I usually do, just drop the difficulty down and see if he shows up... Like I said I have never not fought him though.
