Need HALP with MV1FZ

I got an MV1FZ from eBay today, and it displays funny blue blocks (alternating very quick with garbled letters) vertically running through when turned on.
Its doesnt matter if there is a cart inside or not. I have this connected to my JAMMA Cab. And up until now i only had Capcom Cps Games running on there, which are all fine. At the side there are some dipswitches and they are all in pos 1.
My Power supply is exactly +5V (15A).
Is this thing broken? Ebay seller insists it works perfect.

Make sure the bios is seated properly. Sometimes during shipping the bios pops out.

I removed the bios and started the board without bios chip. Thats the long toshiba right? Same blue blocks without bios. Then cleaned and reseated it; sadly makes no difference.

Power LED is flashing red and the 3v onboard battery is at 1.3volts.
No visible damage on the pcb or any contacts touching on the back of it.
There isnt any sound, the board just hangs with the blue blocks flashing.

There is a power LED? I have a 1FZ and I never saw a power LED, where is it? That would have been awesome all those times I couldn't get it to turn on/wasn't sure if it was on because I failed at wiring up an S-Video port.

Actually on par with the original subject, how much garbled stuff is acceptable when an MVS boots, I get like 3 different screens of garbled crap before the Neo Geo logo. Last Blade 2 doesn't even display the logo, it jumps right to the "this game has violence" warning.

Hey Finch.
Its where it says R43 on the back of the PCB, right side, next to the blue dipswitch block. Its halfway covered by the black plastic block. Hope that helps.

Garbled stuff is cool with me, if the damn thing would ever boot. Since i am all new
to this MVS stuff; might it be cause there is no cart inside, or my cart might be broken? In other words what does an MVS do if you power it up without a game inside?

MVS will boot to a crosshatch screen without a cart inserted.
