Note, the 'monitor' isn't only that tube that you have in the cab (because you say 'on the back of my monitor')
The monitor consists of the tube (with the rings you mention) a necboard (with rgb drive/cutoff) and a small pcb. On this pcb there's a white tower where a red cable comes out of that goes back to a 'suction cup' on the tube. Don't go near the suction cup. It holds 10.000 volts on the tube when off, 20.000+ when on.
Now, the small white tower on the pcb, should have SCREEN and FOCUS knobs on them. Screen affects the brightness, FOCUS the focus
There is lots more adjustment possible with the pcb, if all there was were rings and a tube, monitors would be easy to diagnose and repair. The monitor 'heart' itself is not the tube, but the pcb with the tower on it. No 20.000 volts is no picture
The rings on the neck of the tube.. stay clear, they are very hard to align properly.

p.s. i once had a buddy that bought a cab, he had the worst blurry screen i ever saw, i spent 15 minutes trying for it to focus correctly but it wouldnt....
Then, we cleaned the crud off the smoked glass, and the tube itself and it had a perfect picture..
