This might sound like a dumb question, but I was wanting to know if USA and UK versions of NGPC games shared the same exact instruction manuals, specifically the way their written. Do most of the games have the same packaging as well?

Most USA and UK Versions of NGPC games do not share the same instruction manuals because the UK versions were also sold in other European countries, and for some reason, some of the UK NGPC games had 2 different versions of manual --- 1st version had the warning section translated into Spanish, German, French, and Italian, 2nd version had the whole manual including warning section translated into the 4 aforementioned languages.

USA games are cardboard box (with the exception of some games that were sold through SNK USA in black snaplock case), UK games are black snaplock case.

Thanks for the clarification! One thing specifically though, is the English translation of the manuals in the UK version exactly the same as the USA manuals? Like written the same and even have graphics laid out the same way?

Again, that's a bit nuanced as well. Take King of Fighters R-2 for example --- the UK version of the manual had select characters' moves listed just like it did in the Japanese manual, but in the US version of the manual, they oddly did not show ANY of the characters' moves. Not very beginner friendly, that was.
