just seizure inducing flashing, like during some special moves or whatever dependingon game.

the flash thing is when you do super moves and the screen goes flashy crazy like dogworth said so:

off/off=blood off/flash off
on/off=blood on/flash off
off/on=blood off/flash on
on/on=bells and whistles on

I always wondered about that too. I remember trying different settings in an emu and didn't notice anything immediate like the blood changes and figured it was some unnoticeable feature.
