Rolling screen with a Seibu SPI and RF2

I got Raiden Fighters 2 today. When I first turned it on it wouldn't boot up. I took the cart off the mobo, hit the contacts with some canned air. Now it works but the picture keeps slowly rolling off the right side of the screen and back on from the left.

I'm using a Sigma Raijin to run it. I tried it on my old MAS Supernova and the picture rolled faster. I then put it in my cab and it rolled even faster and had color bluring.

The board and cart are both in good condition and I don't think it got tossed around in shipping because the box looks OK and it was packed well.

Anybody got any ideas?

I'm guessing it is probably your TV. Even with a sync cleaner, all Seibu SPI stuff runs at an odd Hz, namely 54. As a result you will just get a rolling screen like I do on my Sony Wega. Same result with a JROK unit as well.

Try it on a different TV.
