Seibu SPI mainboard issue

I only have 1 US cart (Raiden Fighters) to test with and I know it's good because it works on my other system, but I'm getting just scrambled video and the game never boots. Board is a US region board (Fabtek region), as noted by the AAMA sticker.

Apparently Viper Phase 1 was the last cart working on this (stated so from the person he bought it from), so I even tried changing the cart swap jumper and leaving it alone for 10 minutes and then swapped it back, in case it just wasn't showing the video for the countdown or other error messages on the screen. Still nothing. Anyone mess with these things before, or have any experience on what goes bad? The board is the SXX2C Ver.2.0 (basically the first version that came out).

That is what it looks like, with the exception that the Zilog has been replaced by some Yamaha equivalent (?). My other working board looks exactly like that one, in fact both look the same except for that Yamaha / Zilog swap.

I'm guessing it's probably one of the custom Seibu chips, or possibly one of the RAM chips. Anyone have any idea on where to start on this? Board is super clean, has no scratches, and no visible broken traces.

The ROM is fine, it works on his other PCB. Would be a good idea to check continuity of all data and address lines on the non working board.

If the RAM is not surface mounted might as well try using some different memory. Also have a quick run over the board with a logic probe if you have one.

My cart is perfectly fine, checked it on my other PCB after I pulled it from the issue one.

Everything on here is surface mounted, not a socket on the whole board.
Unfortunately, no I don't have a logic probe. Even if I had one, I wouldn't know how to use it; not much experience at all with those - can anyone recommend what features a good one needs to have?

Post a pic of both boards where I can see the Yamaha vs. Zilog chip.

I remember a while ago someone had this same problem and it turned out to be a bad calender crystal or something.

Photos as requested of the actual boards. Also included the #'s off of the Zilog and Toshiba chips. Let me know if you need better ones of the chips themselves.
Also, ignore the CR2032 missing on the Zilog chip board, I removed it as all it is for is system settings and the time. I haven't gotten around to removing it on the Toshiba board.
I looked up both of these prior to posting about this is why I said equivalent, I can't find much difference between the 2.
