Phoenix'ing Super Street Fighter 2

A friend of mine is asking whether a Phoenix'ed "Super Street Fighter 2 - The New Challengers" can have its region changed, irrespective of the original region - anyone know please?

Yep, just press the test button when you turn it on and you see the 'phoenix edition' splash screen, most boards will have an option in that menu to change the region.

Sorry I should have been a bit more specific but thankfully Kernsta nailed it on the head.
