I finally got around to testing the third AES joystick I got almost 2 years ago, and it turns out the down direction won't register. 
This stick also seems to have had its cord replaced, and three of the rubber stoppers on the bottom have fallen off. The Neo Geo logo has the paint worn off of one side due to frequent playtime, and the joystick ball has the usual cracking. I'll post some pics later once I find the camera.
