Ok, so I bought a Super Neo 29 locally in Los Angeles for about $400 (including a 1 slot and KOF96.) It looks pretty good, no real dents or anything except one on the corner, but the sideart is practically gone, faded away or scratched up and there are minor scratches everywhere and around the monitor there is severe yellowing. I was wondering what the best method to fix this would be? Here are some pics:

Find high-res (or close) images of the artwork and have someone make replica decals.

I believe there is a user on arcadeotaku that offers this service.

If you're close to Fremont, my friend does decals/vinyl and can probably help you out. Send me a PM.

Good luck

Make sure you clean the plastic really well. It'll tell you on the can to use an ammonia based cleaner I believe. After using the cleaner (whatever you choose) I would advise rinsing in clean water and drying with a clean cloth.
