Anyone have a good Gunbird and able to read the PAL16s.

Unfortunately man the security bit on pal chips are USUALLY always set on ORIGINAL boards to stop reverse engineering the truth table. But maybe you might be the one rare exception, but I wouldn't put money on it.

You sure it's a PAL issue?
Those boards are bad for busted solder joints on SMT chips.
Also, if it's one of those Psikyo boards with the security chip (PIC chip) and it doesn't boot you should check the crystal next to it and resolder it and the pins for it on that security chip.
