How to use an European Neo Geo CD in USA?

. I know every game from every region boots in every console, but if somebody had a European console and wants to play it in USA, what would he need? First of all, the European Neo Geo CD adaptor says INPUT: AC 110V-240V 28W 50/60 Hz, but there’s no switch to change the voltage to 125V (or around that) that are used in USA). So he need a step-up converter or something? About the signal, I know the European Neo Geo CD can be modded from 50Hz to 60Hz just by cutting a jumper, but would it need to be modded to from PAL to NTSC by changing a resistor, or not? If the USA TV is PAL compatible, wouldn’t that be unnecessary?

the power supply is compatible for any voltage from 110 up to 240 V, and is auto-switching.
if the tv can take pal, then there's no further mod required.
