Do Japanese PS2 games like Samurai Shodown 6 (and the KOF series) play in English on a PAL region console?

Depends, most have quite a bit of English text especially fighters, but some parts of text are left in Jap.

Its not really like the MVS where it detects bios and then shows menus and such according to region. Like Jag said most fighters are playable (or google translations) but the story and all that will always be in Japanese for the most part.

I wish it was like the MVS where I could pop in a Japanese game and then POOF, its english : D

No. They don't program English into the game except for specific areas. Furthermore to even play a japanese game on a PAL system you'd have to have a chip as the PS2 is region locked.

So it might only play in English on a US NTSC system?
I guess you really just need English for menus, where you have to know which option to pick.

No a Japanese game will be in Japanese no matter what region it's played on. Any English included in the game was a choice made by the developers for whatever reason. (Like for instance the stage names in the ps2 version of MOTW).

Ironically, SS6 does contain both the English and Japanese images for the prefight/postfight/title screens and the menus. This was ripped from the original Japanese SS6 PS2 disc:
