AES screen rolling

I bought an US AES without accessories, but the guy sent me a power cord which did not work. But I have a US Neo Geo power cord but when I use it nothing plays just a bunch of jumbled up squares and blank screens. So I also have a step down. I used it and it works fine but the screen rolls. What is the problem and how can I solve it? Thank you.

p.s. sorry about the terminology

You're in the US and you used a step-down converter with a US AES w/US power supply?

Read the label under the system in the center and type it here.
What is the output of the supply? How many volts and how many amps?
It reads like your AES deck isn't receiving enough power.
You using a step down converter if hat's possible would indicate that you are the owver of a PAL system which won't display properly on American Televisions.

I opened it up and it was wires going from the front to the back, and it looked like someone added some think because it was something screwed down behind were the cart goes. I had a AES console about a year ago and the inside of this one looks like shit has been added, or swapped in and out. But I fixed the screen from rolling by hooking it up through the DVD instead of directly to the t.v.(still using the step down). Ill try to get the numbers off of it tomorrow and post them.

p.s. what is a pal version, also Japanese carts play in English on this console if that means anything

So according to him to him, the 5V power supply I bought from this site will not work?

There is also an OEM(Original Equipment Manufacturer) adapter marked PRO-POW3 you could use but it will cost more.
