Okay I've heard people having the same problem as me, so here goes.
The PSU seems to reset randomly or the video switching between RGB and composite.
I've had this problem since i got the machine where the picture would mess up/blur make noise through speakers etc. I thought this was the RGB/comp cable , but after many re-wires to it, it still persisted.
The PSU when touched by the plug would reset or just randomly by itself. I thought this to be the PSU connector on the PSU itself being knackered.
Solution , i stripped the neo down and disconnected the video/power board and removed it.
The using a soldering iron heated up each solder pint to the connections to the video and psu sockets. Lo and behold its all fine now. Rock steady picture and no random or accidental resets.
So to sum up , dry solder joints on the connectors joining to the back board.
hope this helps some people as it was very irritating to myself. At least i have a spare PSU for my Cd now <IMG SRC="smilies/rolleyes.gif" border="0">
