Wow, I can't believe this is still here... You guys are really sleeping. That's a Performance brand VGA box, which has VGA / audio pass-through connections. (can leave it hooked up to a PC monitor, and switch between Dreamcast / PC without disconnecting anything) They're hard to find, and I've seen the box alone go for AWC's asking price.
