Annoying Snow

I got this weird problem with my 4-slot cab . My moniter gets this snow , like when a tv channel doesn't come in good . It comes and goes but looks pretty nasty . Sometimes when I cycle through the games it kinda goes away .

Any ideas ?

I take it you've fiddled around with whatever adjustment controls there are on your monitor to see if you can fix the problem (careful what you touch unless you want to fry yourself)?

How do I discharge a moniter ? Do I need to take it to a repair guy ?
