Gots to use the ROMZZZZZZZ! Now is a good time to invest in an EPROM programmer. CPS system is lame, sorry, I was into it for a few years then sold them all off. To much of a hassle and worry. Your board can be repaired. You will need to reburn your roms and change the battery, a bit of a job but it can be done. Check the web, this is not CPS only stuff.

According to those sites, you cannot repair a dead board (at least no one has posted public instructions yet). If it's already dead, you have to send it to Capcom to be fixed.

Then "threaten" with negative feedback. If I pais $120+ for something, the motherfucker better work when it shows up. Fucking GW Trading sent me a bad $60 Contra board, then tried to tell me it was my fault for CLEANING the system with Electronics cleaner. Considering I only cleaned the JAMMA connector, it shouldn't have been a problem.
