LB2 won't boot in slot 1 unless slot 2 empty

I have a 2 slot mvs that for some reason will not load last blade 2 first if it is in slot 1 unless slot 2 is empty. Last Blade 2 plays fine, but when I have, say, samurai shodown II in slot 2 it will load first. I was under the impression that the game in slot 1 should load first.

I can't seem to find anyone else who has had this problem.

This isn't a great concern to me, but I find it perplexing and cannot find an explanation. Does anyone have a clue as to what is going on?

Multi slot boards usualy boot to the lower meg count cart first...so LB2 being 554 will probably boot second to most carts.
