Neo CD, new cd mech?

I have an old 1x NeoGeo CD which refuses to load any games.
Is there anywhere I can buy a new cd mech?

Nope, try cleaning the laser lens with a q-tip and some rubbing alcohol. Do it very gently.

Is the motor at least spinning?

If you mean the laser lens assembly, then yes, these can be bought.. I have some..

If you mean the whole CD drive package, laser lens and motors and all.. then I am not sure..

It is worth checking that the spindle hasn't dropped down below its normal position, or the lid-closed detect button isn't stuck, before acquiring a new laser lens.

Yep, motor is spinning but I never managed to completely load a game, feels like an old PSX1. I'll give it a good clean up and see if that helps.

Try cleaning and fixing external problems first, but if that doesn't help there is a small pot screw on the laser mech that adjusts the juice flowing to the laser. It has about 180 degrees span, from straight down to straight up in a clockwise direction of rotation. Straight up is max juice, and it should normally be at around the 90 mark. You could try to up it a little, but you need to be careful and only do it in small increments and try it out after every little turn.
