Capcom Impress Monitor Issues

Hello , I have had a capcom impress for about a year and it always has looked awesome, till recently the screen has this Horizontal fuzz or almost like static running through it.
you can see it through the whole screen.
does this mean i need a Cap Kit?

it is like then you have a older TV and someone in the house is using a hair dryer and all of a sudden the tv has a staic pick while the hair dryer is on ,
thats what it looks like,
i am not using a step down converter for this machine and currently it isnt doing the static.
i have had the machine on for over a hour and it looks good,
i wonder since i live in a apartment i wonder if it is interference from the power.

Does not sound like a cap kit issue, more like something arcing causing the interference. maybe a dry joint. Does tapping around the board have any affect.
