CD problems KOF 94 Neogeo CD

I hope this is the right place for this topic but here goes...
I bought a copy of king of fighters 94 off of ebay the other week and it just arrived today. I do not have a neogeo cd system yet so I attempted to play it in an emulator but it wouldnt boot. I then attempted to backup the disk onto a different cd however it fails due to numerous disc read errors. Does this mean the disk I have is bad? On the data size there are a bunch of rings. The cd does have the hologram near the center.

Sounds like a bad disk. Try to clean it or use a (professional) disk doctor service on it, then try again, maybe it's just the coating that went "blind".
