Simple/stupid question about roms

I was told recently, yet was always under the belief otherwise, that the windowless toshiba roms in a MVS cart can be reprogrammed. I thought they were write once roms and not eeproms. Am I mistaken or are they write once roms?

Translation: Mask ROMs aren't the kind you can reprogram.

The only windowless ones you can reprogram are flash ROM and EEPROM. EEPROMs weren't made in large sizes like the Flash ROMs and EPROMs were.
