Jimmy, hands down. 
I also like Billy, Sofia, Annie, and Alice. There are still a couple of characters I haven't tried though, so this may change the more I play the game

Billy rocks, good style and sweet super! Jimmy = Terry Bogard = Cool. I enjoy Pepe, as he's got some sweet specials and his super is a good "duck under fireball" maneuver.
I'm surprised by all the females in this game!
I really wanted to like Jones, but he's too stiff, I think. I was hoping for a more fluid style with him. Kung Funky is weak!

Oni and Cassandra are my favorite team so far.
Oni for his looks and style, and Cassandra for her "Innocence" move which is one of the most powerful moves in the game.
They also have the sweetest looking Team Duplex in the game.

Pepe all the way! Awesome character design (my favorite since Kazuki Kazama was introduced in SS4), awesome gameplay, just all around awesome! Other faves are Jimmy, Oni, Billy, Pupa. They all play very well and I really like Jimmy's references to Terry, they also have a similar voice.
For combos Pupa, Alice, Mr. Jones.
most combos have to do with the down-forward B command.
Example:
Pupa
Jump+D, crouch close+C, downforward+B, fqcf+B, down+A/C
What not to like about that combo...
with Alice, I can jump in D, close D, forward A, fqcf+A
Anyhow, I'm partial to Alice because she's posessed. I love her win lines. "Please stop this painful game..." Hahaha. I considered oblidging and turning off the home system (I had to go back to work anyways), but I didn't. Kept going.
I really think I'm in love with Rage of the Dragons now.

Billy, blue is one of my fav characters and for some reason i like refering to him as billy-bill
And Pupa because I actually know a grrl who acts and looks just like her except she's gone back to being a brunette and let her hair grow longer again, triped her out when she saw it. She now thinks Evoga has been spying on her
