yes.
He has certain angles that he can attack at with the machine gun. You have to get familiar with those angles and where your character is in relation to them.
He'll shoot at 0, 45, and 90 degrees I believe. I'll check the mook tonight when I get home and make sure. His close up attack has a large radius, so avoid getting too close to him at all costs. If I missed anything from the mook, I'll add it tonight.

IIRC, this is how I killed him.
First I get on an even ledge so I can shoot him straight out. I jump over his bullets. He jumps over to my ledge... starts shooting. At this point, you gotta time your getaway just right... and repeat from start.
He was cool to face, I just wish the enemies were more varied in MS1.

I always stay on the topmost platform and try to move as he does while shooting down.

I stay at the right upper corner,
then O'Neill come to me from the bottom, and fires at 45 degrees to me
JUMP
O'Neill jump on the right middle platform
JUMP + SHOOT
then O'Neill shoots
JUMP
O'Neill turn back on the left bottom platform
- repeat -
Note:

in the beginning of the level,
you have to wait untill the time is set at 53 sec, then 3 hidden pows fall from the sky (with an aero-enemy, be carefull and jump
