i want to know if is possible to buy a normal pc with the same architecture then 'hack' to run new arcade games..

Just under $3000 w/ KoF Maximum Impact at Coin-Op Express.

The software itself is probably going to be at least $1500, so you might just be better off buying the real thing if you want it. Take a while before any of this comes down to the price range of most home users.

Totally impossible, they must have some protection so the bootleggers can't do that.

Probably custom OS components that check for a USB security dongle.

What's funny is that beatmania IIDX moved to Windows on Intel style setup and now home users are playing arcade IIDX....
