Yep. There's absolutely a shortcut like that in the later KOFs. (This works in '98-2000, and I believe it also works in '97.) Here it is:
Try pressing and holding any button and watch what happens. While you're holding down a button, you can't run, or do any special moves. This is will help you do those zany fwd + button -> qcf, hcb combos. This works for Takuma, Rugal, and anyone else with a similar combo (though Robert's fwd + B is slow enough that you don't need it).
For Takuma, if you're trying to do close standing C -> fwd + A -> qcf,hcb+P, do the following:
-Press C.
-Hold C.
-While holding C, do a qcf + A.
-Since you're holding down a button, this will cancel any special moves. The qcf + A will come out as a fwd + A.
-Let go of C.
-Do a hcb+P.
It's a little trickier than it sounds. You're going to want to fire up practice mode for a little while to get the hang of it.
To do the low B -> low A -> fwd + A trick, do the same as above, but hold down A, and start with your joystick in the down position, then use it as the start of a qcf motion.
Takuma's fwd+A is actually slow enough that you shouldn't have to resort to this shortcut. (Rugal's fwd+B is another matter.) I never do, and with practice, you won't need it either. To get it right, just make sure you're timing the fwd + A correctly. Takuma has both a fwd + A and a fwd + B, so you can sometimes get them mixed up. After you do the fwd + A, do the qcf,hcb very quickly, and hold the joystick in the last touch of the hcb briefly. That'll help make sure the DM comes out.
