Though I hate to admit it, in an actual fight, Terry would mop the floor with Rock.
Terry is SOOOOO overpowered it's sick. One Power Dunk and all 3 Power Charges and Rock is down to about half his energy. His Power Geyser is one of the best moves on MOTW because even if he gets hit out of it by a jumping attack..it still lingers there for a couple of seconds. The Buster Wolf is actually a really dumb super against Rock, though. Why? High counter..nuff said.
Terry is one of those characters you cannot jump at because he will almost always catch you with that damn Power Dunk. The best thing to do is to let HIM come to you. When he jumps, hit him with the Rising Tackle. Do Rock's counter (high one) ALOT. Pisses so many people off when you counter supers like the Buster Wolf and Grant's Super Kick (whatever it's called). It probably won't hit them but, you take no damage and get a free hit right after it's over. Also, remember the Rage Run Shift into Shinkuu Nage throw, then brake into Raging Storm...don't do it too often, though. If you've got Terry on the ropes, jumping fierce punch and then P. Shine Knuckle right after it. Works on players and computer alike...trust me, I know.
Well, that's my strategy. I'll always like Rock better than Terry. Only thing I can't stand about him is that he's so weak. Oh, well.
