I am fairly confident you will not find all of those pieces in any cabinet.
As bill said, those are all Naomi 2 releases in the US, but some of them appear as ROM as well, so getting one of those will not guarantee a DIMM/CD/SCSI cable to be included. I believe virtually all of the VF4 revisions, if not all, had ROM releases, and so did Virtua Striker III. Beach Spikers, however, I'm pretty sure, GD only. The US initial D releases were GD only, but of course, would not be a joystick cabinet.
Capcom had no Naomi 2 releases I believe, so NONE of those games should have a Capcom converter unless it's left over from a conversion that they left it in the cabinet. Keep in mind though, you don't need it for play of any game in the cabinet, I play 4 and 6 button Capcom releases on my Naomi Uni. cab all the time without it. It's only needed if you're planning on gutting the hardware to use with a supergun or in a JAMMA cabinet. In addition, the Capcom converter does not include a 3.3V supply, it creates 3.3V off the 5V/12V lines on the JAMMA supply, so if you want a true low-voltage supply, you'll need one from a dedicated Naomi setup. The power supplies are fairly cheap.
If you truly want that setup, plan on buying the Naomi 2/GD setup, and getting the Capcom converter separately.
Naomi 1s are so cheap, a lot of people use them for Naomi 1 games so they are not constantly plugging/unplugging carts and stressing the connectors on their Naomi 2 board. So, another realistic option might be to buy a full Capcom GD-Rom Game kit, like Capcom vs. SNK, which would give you the Naomi 1 board, GD-ROM, DIMM, Capcom converter, and then find a Naomi 2 board or get one from the various Japanese resellers that stock them, and burn/install an english ROM if you are so inclined.
Naomi collectors do tend to have a lot of parts, and it's very, very handy to have them.
