HOW DO I GET TO BE THE REF IN SS2

I CANT GET THIS TO WORK, ITS MAKING ME VERY ANGRY! I have the jap version of samurai spirits 2, and i cant get the code to be the ref work. I start a game then press start on the second player controller, then at the select screen press up, down, left, up, down, right+A, and it just selects the charator highlighted. How do i get it to work, what am i doing wrong?

It works only in 2 players mode.

In the character select screen, input

up,down,left,up,down,right (hold) and press A

**You must hold --> direction when press A button.
