How about bringing back the charge meter in kof 2001/2002 but with this change.
When you charge your bar to the top it will give 4 new special moves, but at the cost of all of your first set of 4 special moves. (some can be multiparts & it counts as one move)
To change back to the original set of moves you will have to press A+B+C again, thus you must refill your gauge again to aquire the extra set of moves.
